UPPER TUMAUINI HYDROELECTRIC PLANT (HEP) PROJECT REVIEW OF ENVIRONMENTAL IMPACT STATEMENT

The Upper Tumauini Hydroelectric Plant (HEP) Project is a mini hydropower project conceived for the purpose of generating power supply for the NGCP Northern Luzon Grid in the Philippines.

An Environmental Impact Statement (EIS) report has been prepared by Environmental Counselors Inc. on behalf of Sta. Clara Power Corporation as an application for Environmental Compliance Certificate (ECC) in accordance with the local environmental requirements.

In view that the project proponent has intention to obtain funding from the Asian Development Bank (ADB), there is a need for the proposed project to comply with the ADB’s safeguard policies which include: –

  1. Involuntary Resettlement Policy
  2. Policy on Indigenous Peoples
  3. Environment Policy

This report provides a review of the EIS to determine whether the above policies have been adequately addressed. Since the project is located within an area that is not inhabited, there will not be any resettlement required arising from the project and hence the first and second policies are not applicable. The review therefore focuses on the policy statements of ADB relating mainly to the third policy on environment.

The scope of the EIS review is as follows: –

  1. To study the Safeguard Requirements of the ADB with respect to the scope and level of details required in the environmental study.
  2. To study the Environmental Impact Statement (EIS) report prepared by the local Environmental team in order to understand the project concept and potential impacts arising from the proposed HEP project.
  3. Prepare a comparison table identifying the gaps if any, between the EIS report and the requirements of ADB.
  4. Provide recommendations on the way forward towards bridging the gaps (if any) identified in (3) and the additional works/actions to be taken by the relevant parties.
  5. Review the additional works (if any) carried out by the local Environmental team to meet the ADB requirements and provide comments as necessary.
