PROPOSED EXPANSION OF CONTAINER TERMINAL CT10-CT19 AND ITS ASSOCIATED WORKS AT WESTPORT PULAU INDAH, SELANGOR

Westports Malaysia Sdn. Bhd. (WMSB) as the Project Proponent intends to expand the existing port facilities and to increase the current port capacity of 15 million TEUs to 28 million TEUs by providing eight (8) additional container terminals at Westports in Pulau Indah, Selangor. The proposed development necessitates the extension of the existing port, capital dredging works, and widening of the navigation channel. An approximate area of 550ha will be developed for the Project which involves the construction of additional berths, container yards, terminal facilities, and containment area for the future free trade zone. Westports Phase II will be integrated with the existing CT1-CT9 terminals at Westports.

The EIA Study which falls under the Second Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015 involves multi-disciplinary and specialized teams which include hydraulics and hydrodynamics modelling, soil erosion and sedimentation analysis, marine and land traffic assessment, social impact assessment, marine ecology study as well as economic valuation assessment.

Several government agencies and stakeholders linked to the proposed Project development are Department of Environment (DOE) Malaysia, Port Klang Authority (PKA), Marine Department Malaysia, Department of Irrigation and Drainage (DID), Department of Fisheries Malaysia (DOF), Lembaga Kemajuan Ikan Malaysia (LKIM), Federal Town and Country Planning Department (PLANMalaysia), Malaysian Meteorological Department (METMalaysia), Majlis Perbandaran Klang (MPK), Unit Perancang Ekonomi Negeri (UPEN) Selangor, Lembaga Urus Air Selangor, Jabatan Kemajuan Orang Asli (JAKOA), Persatuan Nelayan Kuala Langat, Persatuan Nelayan Pelabuhan Klang, Orang Asli fishermen, as well as local fishing communities and aquaculture operators.

Focus Group Discussions (FGDs), public perception surveys, and key informant interviews were held during the EIA stage to gauge the awareness and acceptance of the Project by the surrounding local and fishing communities. Their feedback and opinions on what they perceive to be the main impacts on their communities were gathered and analysed
