Key Personnel

Ir. Teo Koon Hau is the Division Director responsible for the Geotechnical/Dam Division of SMHB.  He has over 20 years of experience in dams, water resources and water supply projects.

Ir. Teo was involved in numerous large water resources and water supply projects undertaken by SMHB including the Sungai Labu Off-River Storage Scheme with a capacity of 105 Mld, Seluyut Dam for Projek Penyaluran Air Mentah RAPID (PAMER) which has an ultimate capacity to supply 780 Mld and Jernih Dam with a capacity to supply 95 Mld to the treatment plant.

He was also involved in providing his expertise in various dam safety review and inspection including the dams under Cameron Highland and Batang Padang Hydroelectric Schemes, Langat Dam, Semenyih Dam, Sungai Tinggi Dam, Pedu Dam, Juaseh Dam, Durian Tunggal Dam etc.

Ir. Teo graduated from the University of Birmingham with a Bachelor of Engineering (Hons) Degree in Civil Engineering and from the University Teknologi Malaysia with a Master of Engineering.  He is also a Master’s Degree Holder in Business Administration.  He started his career with SMHB in 2002 and was promoted to Associate Director in 2016.  In 2021 he was promoted to Technical Director and subsequently in 2022 was appointed as Division Director of Geotechnical/Dam.

Ir. Teo is a Professional Engineer with Practising Certificate (PEPC) registered with the Board of Engineers Malaysia (BEM), a member of the Institution of Engineers Malaysia (IEM) and registered as Qualified Person with Suruhanjaya Perkhidmatan Air Negara (SPAN).

Ir. Wang Tai Fong is the Division Director responsible for the Structural/Bridge Division of SMHB.  He has over 26 years of experience in Civil & Structure Design for water supply, infrastructure and buildings works.

Ir. Wang was involved in numerous large water supply projects undertaken by SMHB including the Langat 2 Water Treatment Plant (1130 Mld), Pahang to Selangor Raw Water Transfer Project (1200 Mld), Triang Water Supply Project in Negeri Sembilan (150 Mld) and the Dungun Water Supply Project (230 Mld) supplying treated water to the Kertih Integrated Petrochemical Complex.

He was also involved in providing his expertise in substructure and foundation design for KVMRT viaduct structure and foundation design in soft clay territory.

Ir. Wang graduated from the National Chung-Hsing University, Taiwan with a Bachelor of Civil Engineering in 1997 and then started his career as a C&S Engineer in SMHB and was promoted to Associate Director in 2013. In 2021, he was promoted to Technical Director and subsequently in the same year was appointed as Division Director of Structural/Bridge.

Ir. Wang is a Professional Engineer with Practising Certificate (PEPC) registered with the Board of Engineers Malaysia (BEM), a member of the Institution of Engineers Malaysia (IEM), registered as Qualified Person with Suruhanjaya Perkhidmatan Air Negara (SPAN) and an affiliate member of the Association of Consulting Engineers Malaysia (ACEM).

Ir. Ng Mee Weng is the Division Director responsible for the Waste Management and Drainage Division of SMHB.  She has over 32 years of experience in engineering planning and design, project management, contract procurement, tender documentation, cost estimation, expenditure control, contract management and administration and site supervision including management of resident site staff and sub-consultants for capital works contracts for wastewater, water supply and infrastructure projects in  South East Asia countries namely Malaysia, Singapore, Vietnam, Indonesia and Brunei and also other Asia Pacific countries namely China and Australia.

Ir. Ng was involved in numerous large water supply and wastewater projects undertaken by SMHB including the Langat 2 Water Treatment Plant (1130 Mld), Pahang to Selangor Raw Water Transfer Project (1200 Mld), Pelubang Water Supply Project in Negeri Kedah (227 Mld) and the Port Dickson CSTP and Sewerage Network (98,000 PE).

She was also involved in providing her expertise in feasibility study, due diligence study, cost feasibility study, project finance resources and cost funding planning, projection conceptual technical planning, master engineering planning. She has fruitful experience in the engineering consultancy planning and design of municipal wastewater treatment plants, pump stations and network infrastructures for the phased development of townships and national level projects in the implementation form of privatisations, DBOT, BOT, PPP, etc.

Ir. Ng graduated from the University of Technology Malaysia with a Bachelor of Engineering Degree in Civil Engineering and started her career as an Engineer in SMHB in 1991.  She obtained her Master’s Degree in Tropical Public Health Engineering from the University of Leeds in 2001 and continued to work in SMHB till 2008 before venturing out working in MNC Engineering Consulting Firms. She rejoined SMHB in 2016 and was subsequently promoted to Technical Director.  She was appointed as the Division Director of Waste Management and Drainage in 2021.

Ir. Liau Kok Meng is the Division Director responsible for the Transportation & Infrastructure Division and Drafting Division of SMHB.  He has over 32 years of experience in the field of civil engineering and had participated in various road, rail, dam and water supply projects undertaken by SMHB including the Selangor Raw Water Security Scheme, Upgrading of Sg Marang Bridge in Terengganu, Klang Valley Mass Rapid Transit Line 1 (Sg Buloh-Kajang) and Line 2 (Sg Buloh-Serdang-Putrajaya), Central Spine Road Package 5 from Raub to Bentong,  and Sandakan Water Supply Phase II.

Ir. Liau is also the Management Representative for SMHB’s Integrated Management System (IMS) which was established and implemented in line with the requirements of MS ISO 9001:2015, MS ISO 14001:2015, MS ISO 45001:2018 and MS ISO 37001: 2016.

Ir. Liau graduated from the Universiti Teknologi Malaysia (UTM) with a degree in Bachelor of Civil Engineering in 1991 and then started his career as an Engineer in SMHB.  He was promoted to Associate Director in 2011 and Division Director of Drafting in 2014.  In 2016, he was promoted to Technical Director and subsequently in 2018 as Division Director of Transportation & Infrastructure.

Ir. Liau is a Professional Engineer with Practising Certificate (PEPC) registered with the Board of Engineers Malaysia (BEM), a member of the Institution of Engineers Malaysia (IEM), registered as Qualified Person with Suruhanjaya Perkhidmatan Air Negara (SPAN) and an affiliate member of the Association of Consulting Engineers Malaysia (ACEM).

Ir. Jamaludin Hamdan is the Technical Director responsible for the Electrical Division of SMHB.  He has over 30 years of experience in electrical design for water supply, Mass Rapid Transit (MRT) facilities, hospital, commercial building, factory, road and infrastructure.

Ir. Jamaludin was involved in numerous large water supply projects undertaken by SMHB including the Langat 2 Water Treatment Plant (1130 Mld) in Selangor, Kuala Jelai and Ngoi-ngoi Water Treatment Plants in Negeri Sembilan, Lubau and Bayong Water Treatment Plants in Sarawak and Jeniang Water Treatment Plant in Kedah.

He was also involved in providing his expertise in the electrical and building services design for Klang Valley Mass Rapid Transit Project Sungai Buloh – Kajang Line, Klang Valley Mass Rapid Transit Project Sungai Buloh – Putrajaya Line, Common Utility Tunnel in Putrajaya, District Cooling Plant in Nusajaya, Wetex Shopping Centre and Hotel in Muar, Ampang Puteri Specialist Hospital and Damansara Specialist Hospital.

Ir. Jamaludin graduated from the University of Missouri in Kansas City, USA, with a Bachelor of Science Degree in Electrical Engineering in 1992 and then started his career as an Electrical Engineer in Nair and Ven Associates for 6 years. He joined SMHB as Electrical Engineer A in 1998 and then was subsequently promoted to Senior Engineer in 2001, Senior Engineer A in 2006 and Principal Engineer in 2009. Ir. Jamaludin was promoted to Associate Director in 2011 and then to Technical Director in 2016.
