ENGINEERING CONSULTANCY SERVICES FOR DETAILED DESIGN ON FLOOD MITIGATION WORKS AT LEBUHRAYA PANTAI TIMUR 1 (LPT1)

DESCRIPTION

The Lebuhraya Pantai Timur 1 (LPT1) is a 174.5km highway that begins at Karak Interchange at the end of the KL — Karak Highway (KLK) and ends at Jabur Interchange. The alignment of the Expressway is parallel to the Semantan River between Karak (KM84) up to Temerloh (KM124) before reaching Pahang River.

To date, there have been three (3) major flood incidences along LPT1 between Year 2007 to Year 2021.

The flood mitigation measures at LPT1 are proposed to avoid any disruption of traffic movement during heavy rainfall. The mitigation method includes six (6) locations that have a history of flooding and another five (5) locations that is considered as high-risk areas.

SMHB was appointed to prepare the detailed design and tender documents for cost-effective flood mitigation with level of protection work of up to 100-year ARI.

The scope of services among others are:

  • Collect all necessary data in particular the previous/ current Flood Mitigation Study, Geotechnical Investigation Report as well as Topographic Survey.
  • Site reconnaissance/investigations and analyse condition of existing river/drainage system in the Project Area to identify the cause of flooding and to determine the extent of flooding.
  • To provide complementary topographic surveys and geotechnical investigation necessary for detailed design
  • Carry out necessary hydrological, hydraulic and geotechnical analysis using appropriate methods and procedures Including the use of advanced numerical modelling techniques for mitigating flood problems in the Project Area.
  • Carry out 2D hydrodynamic flood modelling to understand extend of flooding in terms of flood depth, velocity and flood duration before and after mitigation works.
  • Study feasible mitigation options and its combination with their potential impact to reduce current flooding situation.
  • Based on the various mitigation options, the Design Consultant shall present and recommend best cost-effective work.
